Effective May 1, 2025, Kendall Freed was appointed as the Chief of Enforcement for the Consumer Services Division. For those who do not know Kendall, she has served as part of the Enforcement Unit’s management team for the last two years and has been with the Department for almost 8 years.
During her time with the Department, Kendall has worked hundreds of cases in the Enforcement Unit across all industries regulated by Consumer Services. Kendall also has had the opportunity to interact with licensees during the mortgage industry and escrow committee webinars where she shared information about the Department’s recent enforcement actions and trends in issues raised in consumer complaints.
As Kendall moves into her new role, Kendall’s goals for the Enforcement Unit will continue to prioritize consumer protection through enforcement actions and providing fair and robust regulation of the financial services industry. The unit will also be ramping up its consumer protection efforts in a few areas where the unit has seen increased issues impacting Washington consumers. Included in this are the areas of escrow wire transfer fraud, mortgage servicing foreclosures, and data security. The Department has received an increase in reports from companies that have experienced a data breach in the last year. The Enforcement Unit will partner with the Consumer Services Cybersecurity Examination Team to review such reports and may bring enforcement actions related to data security issues as appropriate.
