Rick St. Onge to Retire After Decades of Service

Rick St. OngeAfter 23 years of distinguished service with the Department, the Division of Consumer Services wishes Rick St. Onge a happy retirement. Rick is the Chief of Examinations. In that role, he oversees examinations of non-depository licensees, including mortgage brokers, lenders, servicers and money transmitters.

During his time with the Department, Rick was instrumental in building and shaping the Division's examination programs. His examination team grew from five examiners when he started to 43 highly trained examiners and staff. Rick has led his team to be one of the most recognized and respected examination programs in the nation.

Rick’s career has been defined by a collaborative approach to regulation. Working closely with state and federal regulators, industry stakeholders, and multi-state partners, he helped develop what is now known as Network Supervision, a firm but fair multi-state regulatory landscape that balances consumer protection with industry viability.

His contributions extended beyond the Department through leadership roles in national regulatory organizations, including serving as President of the Money Transmitter Regulators Association, chairing the Multi-State Mortgage Committee, and serving on the NMLS Policy Committee and the Performance Standards Committee. He also served on many work groups to develop regulatory policies. Rick played a key role in multiple major multi-state enforcement actions and policy development initiatives that strengthened consumer protections nationwide.

Some of Rick’s proudest achievements include working with his team to create modernized examination procedures, a paperless examination environment, and supporting innovations that elevated the professionalism and effectiveness of the Division’s regulatory work.

“My time at DFI has been more than a state job; it has been a professional family across the nation with industry, stakeholders, and state and federal regulators. I am proud of what we have built together.  Together, we moved the needle on multi-state harmonization and oversight during some of the most transformative years for both the mortgage and money transmitter industry's history.”

“To my colleagues in the regulatory community: thank you for the shared commitment to consumer protection and market integrity. To my industry partners: I’ve appreciated the transparency and rigor you brought to the table,” Rick said.
